TaÅŸkent DiamondMall, TaÅŸkent, Özbekistan
TaÅŸkent DiamondMall, Özbekistan’ın baÅŸkenti TaÅŸkent’in kalbi sayılan pek çok idari, kültürel ve kamu yapılarının bulunduÄŸu bölgede önerilmektedir. Radial bir biçimde büyüyen TaÅŸkent’in kentsel planı, kendi içinde düzenli, geniÅŸ sokakların hakim olduÄŸu, farklı dokuları barındıran ve her yerde yeÅŸilin baskınlığının hissedildiÄŸi dağınık bir düzene sahiptir. Geleneksel mimarinin baskın bir biçimde hüküm sürdüÄŸü Özbekistan yeni ÅŸehirleÅŸme stratejilerinin bir parçası olma yolunda hızla ilerliyor. Son dönemde ilan edilen kalkınma planlarının arasında ise, TaÅŸkent’in ekonomisini ve kültürel cazibesini ulusal ekonomiye kazandırma planları yatıyor. TaÅŸkent yeni yabancı yatırımlara karşı dünyevi bir mıknatıs haline gelmesi için “yüksek teknoloji ÅŸehri” oluÅŸturma planlarına baÅŸladı bile. Öyle görünüyor ki, Orta Asyanın nüfüs bakımından en yüksek kenti olan TaÅŸkent, çok yakında geleneksel mimarisini akıllı teknolojilerle donatılan, yeni iÅŸ ve araÅŸtırma merkezleri, akıllı binalar ve yeni eÄŸitim ve araÅŸtırma kurumlarıyla sahneye çıkaracak.
TaÅŸkent DiamondMall, henüz somutlaÅŸmayan kentsel kalkınma planlarının bağımsız bir parçası olarak önerildi. Önerilen yeni alışveriÅŸ merkezi, ölçeÄŸi itibariyle konumlandırıldığı yere göre bir hayli cüsseli, ancak çevresindeki geliÅŸimi tetikleyecek kadar canlı ve iddialı bir yapı olarak tasarlandı. Parsel tarihi Özbek Devlet Konservatuarı’nın ve kent’in yerel bir televizyon kanalının bulunduÄŸu aks’ta yer alıyor. Arazinin bitiÅŸiÄŸinde ise Özbekistan’ın en önemli yatırım ÅŸirketlerinin binası yer alıyor. Kent’te görülen geleneksel yapı tektoniÄŸinin aksine, rggA’nın önerisi parsele yayılan, kendi içinde devasa kamusal alanını yaratan, yapı çevresinde yürünebilen ve her noktadan eriÅŸilebilir alanlar yaratan bir yapı ölçeÄŸi sunuyor. 5 ana sirkülasyon hacmiyle kırılan ve sistematik bir düzende planlanan fonksiyonlar, hem yön bulma yetisini kolaylaÅŸtırıyor hem de kullanıcıları her yere ulaşılabilir kılıyor. TaÅŸkent DiamondMall’un temel fonksiyonları maÄŸazalar, çocuk oyun alanları, spor alanları, yeme-içme alanları, ofis lobileri, otopark alanları, 2 kuleye dağıtılan ofisler ve ara katlardaki açık “yeÅŸil teras” alanlarından oluÅŸuyor.
Yapı içindeki ve tavana kadar yükselen boÅŸluklar bina içindeki fonksiyon ÅŸemasıyla orantılı bir biçimde dengeleniyor. Buradaki en önemli prensip, yapının her noktasını kullanılabilir hale getirilmek üzere tasarlanıyor. Bu anlamda, yapının 18 kotunda “podium katı” olarak belirtilen katın parçacıklı çatı’ların altında kullanıma açıldığı da kolaylıkla okunabilir. Buradaki alan, kullanıcılar için hem ÅŸehre 360’ manzarayı saÄŸlamakta, hem de pasif iklimlendirme kriterlerini yerine getirmektedir. Tüm ofisler 80 kat’ta dağıtılan 2 ofis blok’unda yer alır. Bu iki kuleyi bölen iki kat yüksekliÄŸindeki ara kat 21 ve 22. katlarda açık yeÅŸil teras önerilmekte ve blokların yoÄŸunluÄŸunu azaltmaktadır. TaÅŸkent DiamondMall’un mimari üslubu, parçalara bölünerek bütüncül bir yapı önermekte ve olabildiÄŸince cam yüzey kullanımı yer yer giydirilen ve elmas gibi parlayan özel kaplama malzemesi ile dengelenmektedir. Aynı kırılgan dil, kendisini ofis bloklarında diagonal formda üreten taşıyıcı beton strüktür sistemiyle devam ettirir. Bütününde kendine özel dokusunu koruyan ve farklı alt dillerle kendini teÅŸhir eden yapı, alışveriÅŸ blok’unda farklı taÅŸ malzemesi kullanılarak yapı giriÅŸlerini vurgular ve tekdüze görünümden kurtarır.

Tashkent DiamondMall is proposed as the heartland of Uzbekistan's capital city, Tashkent, where many administrative, cultural and public buildings exist. The masterplan of Tashkent, which grows in a radial manner, has an organized layout in which regular, and broad streets dominate and different residential textures and green areas are felt everywhere. Uzbekistan, whose traditional architecture is observed in a dominant way, is moving rapidly to become a part of new urbanization strategies. Among the recently development plans announced by the authorities, there is an aim to bring Tashkent's economy and cultural attractiveness to national economy. Tashkent city has already begun plans to create a "high-tech" or “smart city” to become an important hub of the world for new foreign investments. It seems that Tashkent, which is the highest city of Central Asia in terms of its population, will soon transfrom its traditional architecture into a new business equipped with new research centers, intelligent technologies, intelligent buildings, new educational and research institutions.

Tashkent DiamondMall is proposed as an independent piece of urban development plans that have yet to be embodied. The proposed new shopping mall is designed to be quite porous and vivid but assertive enough to stimulate the development of the surrounding area. The project site is located on the main axis of the Taskent Conservatorium of Music building and a local TV channel of the city. At the adjacent of the plot, there is the building of the most important investment companies of Uzbekistan. Contrary to the traditional building tectonics seen in the city, the rggA's proposal offers a building that generates various public spaces, proposes a walkable space around the building and creates accessible areas from every point of the building. Functions broken down by 5 major circulation volumes and planned in a systematic layout make the visitors easy to navigate and the users accessible to everywhere. The main functions of Tashkent DiamondMall consist of shops, playgrounds, sports areas, office lobbies, parking areas, offices distributed in 2 towers, and open "green terraces" in the interim floors.
The interior spaces in the building and the voids rising up to the ceiling are balanced proportionally with the functions of the building. The most important principle here is designed to make every point of the building accessible to the usersIn this sense, it can be also read that the structure is opened underneath the fragmented roofs, which are designated as "podium floors" on the 18th floor. The area provides both 360' scenic views for the users and fulfills passive climatization criterias. All offices are located in 2 office towers distributed at 80 floors. On the two storeys dividing the two towers, the intermediate floor 21 and the 22nd floor offer a light green terrace and reduce the density of the blocks. The architectural language of Tashkent DiamondMall is divided into pieces to propose a holistic structure and balanced with the special coating material that shines like a diamond and where the use of glass surfaces are used as much as possible. The same architectural language continues itself as a diagonal form in the office blocks by means of a concrete structural framing system. The structure, which protects its own unique texture and exposes itself with different sub-languages, is designed by using different stone materials in the shopping block to emphasize the entrance of buildings and differentiates its uniform appearance throughout the structure.
